Lawyer. Since the beginning of his professional career over twenty years ago, he has been involved in public tenders. A partner in K & K Mariusz Kuźma Beata Jagodzińska – Kuźma s.c. – Legal and Economic Advising Law Firm, Adviser to the President of the Military Property Agency.
Professional Career
An expert of The Republican Foundation since 2014 in the area of public tenders. He began his career as a lawyer in the Legal Group of the Department of Public Tenders in 1996. In the past he was an expert cooperating with the Advisory Committee on Procurement and Contracts (ACPC) of the European Commission and on matters regarding the opening of public tender markets in the EU (earlier a member of the Working Group on Public Tenders of the European Commission). Beyond this he was a member of the Interdepartmental Team on Public Tenders, a member of the Interdepartmental Team on Monitoring the Realization of a Centralized System of Public Tenders and a representative of the Republic of Poland in the work of the 1st Working Group of UNCITRAL. For many years in his professional career he filled the role of a director in the Ministry of Finance, the Ministry of Sport and Tourism, and also in the Masovian Provincial Agency. For four years he was a member and vice-director of the Departmental Commission Adjudicating with the Minister of Finance in matters regarding violations of public financial discipline, and a Member of the Steering Committee on matters regarding carrying out agreements on planning, carrying out and implementing the “Information System for Servicing the Tasks of the General Inspector of Financial Information,” Board of the ISZTAR Customs Integrated Tariff Information System, Deputy Member of the Budgetary Committee of the Council of Europe, Member of the Advisory Team to the Minister of Finance for Promoting Treasury Securities and the Commission on Advertising Ethics of the Advertising Council.
Extraprofessional Activities
Member of the All-Polish “LIBERTAS” Association of Public Tender Consultants and the Association of Expert Auditors, Accountants, Tax Advisors, Lawyers and Economists. Co-author of several books concerning public tenders, including tenders for receipt and utilization of communal waste, as well as many specialized articles and legal opinions, including the recently published: “Mistakes in the Process of Granting Public Tenders. Responsibility of the Ordering Side.” M.Kuźma C.H.Beck, Warsaw 2015, p. 331. Lecturer of postgraduate studies organized by the Polish Academy of Sciences and the Warsaw School of Economics. Author and lecturer for e-learning and webcasts.
